Can the VM be used in AWS, if so are there any requirements, i know about the not scanning without AWS permission thing, I[m taking about technical requirements?

You can scan within AWS, but do not cross any firewall or from a private Address to a Public one outside AWS.
As you said, you need permission from AWS.

I understand all that, my question is will OpenVAS install into an AMI image or into an EC2 VM? can it run from AWS? Am I making sense in my question?
If you use the Source you can install GVM (former OpenVAS) on any Operating System depending on your Linux Skills.
