I’ve installed gvm 21.04
but I came across an issue in making scan config
some of my family NVTs like Ubuntu security local checks are disabled!
Would you please tell me why?

AFAIK this doesn’t mean that the families are disabled:
The greyed out box means that these families can be only selected as a whole (it doesn’t make any sense to start a single Local Security Check).
If you tick the checkbox in the related column (e.g. Ubuntu Local Security Checks) and click on the “Save” button the family should be included in your scan config.
