To my knowledge, the best guide available for your plateform can be found here

I looked at frequently answered question but could not find answer on how to update gvm libararies, if i update Openvas 9 to Openvas 10/11 will that resolve the issue. I noticed the openvas migration script, will that fix my issue? if it does how does the migration script work?

First of all there is no OpenVAS 10 or 11 as you can read from the Frequently Asked Questions (FAQ)
If you read the FAQ further you will understand that there is not such a thing like an update script. Our software contains several components which you need to update all at once. If you did build it from source you have to do it by yourself and carefully read all release docs of all components. If you are using binary packages from a distribution of kali please see the FAQ again!

How to update if there are no newer versions provided by the default OS repository (Raspberry Pi OS/Debian Stretch)? Compiling on my own is no option for obvious reasons.

(Greenbone feed not getting updated to current status)

If you don’t want to compile the latest GVM-20.08 then you only have a few options left:

  1. Wait until a newer GVM version is shipped by your chosen Linux Distro and use the EOL version until that happens (the feed might get incompatible with it)
  2. Ask your favorite Linux Distro to ship a newer GVM version
  3. Look around for some 3rdparty repositories providing a newer GVM version
  4. Setup a GSM TRIAL VM in VirtualBox
