Had this issue, needed to spin up coulpe of kali laptops. Look at this issue GVM Version 20 Doesn't Detect NMAP on Debian 10 · Issue #26 · yu210148/gvm_install · GitHub. This helped me.

This was what it was. The NMAP scanner was not selected by default. I now see the expected results in the scans. Thank you for taking the time to help me out.
